The most important thing to remember when comparing the value of a FA pick compared to a rookie pick is your roster space. You must determine if the FA pickup, along with the player you would have cut if you kept the rookie pick, are better than the rookie pick itself.

If you team is very deep, trading rookies for FA's can be a good idea. Otherwise picking up extra rookies is the way to go.
