There are a few reasons that Cameron could have a higher PB value :
1) More important defensive position. Ignoring that Ichiro could play CF if needed, a player who is an excellent RF will rightfully get less PB points than an excellent CF. Since PB doesn't distinguish between a RF who could play CF and one who can't and just focuses on the fact that he didn't the corners just aren't as valuable defensively.
2) Cameron is a BETTER basestealer. His 90% success rate is better than Ichiro's 80%. SB's just aren't as important anymore and large numbers of them don't matter as much as they once did. Having a greater chance to be successful in that key attempt probaly gets more value for Cameron.
3) Cameron has significantly more power than Ichiro, outhomering him 25-8. In todays game you need to hit HR's as an offense to win. Without them you need to really bunch your offensive output to score as much. With HR's, instant "O".
4)Cameron's 39 walk advantage cuts the difference in their OBPs down to 28 points, dramatically lowering Ichiro's biggest advantage which is getting on base.
I have no clue how PB value is derived but these factors certainly could explain seeming anomaly.
