If and when Dwight does return to PB, and if and when Mike is able to make a legitimate attempt to rebuilt PB, there will be a significant shortage of owners for the existing leagues. Having other owners baby-sit teams would create more attractive teams for new owners to take over, and would give live competition throughout the leagues while momentum is rebuilt. But stopping the losses is the first step.
