The idea for free teams, discussed earlier, was to make unmanaged teams managed until PB could restock with new owners. This would mean that a new, paying, owner could take over at any point -- in fact they would be more interested because the team would be in decent shape with prospects etc. If PB can find paying owners for all the teams, then there's no issue; that's what we all want and I don't care whether my opponent is in 12 other leagues if they want to pay that much. But unmanaged teams and an unlively uncompetitive environment will hasten the decline rather than the build of membership. In the end, what's needed is more players, not fewer players with more teams. To that end, I still recommend team baby-sitters until real owners take over.
