Do pitchers get penalized (i.e., perform worse than they would) if they have fewer BFA than the maximum.
This question gets to the concept of "days rest" used in real baseball. For example, a starting pitcher has a short outing (say 12 batters faced), and so has 21 BFA after that outing.
Can he be pitched next outing (i.e., after 0 days rest) and be expected to be at the same standard as if he were READY.

Further, if he is held back to be READY (say 2 days), can you expect full-quality performance?
