Actually in my example...... the top 40 players go to the worst 12 teams in the league.

Round 1 - 8
Round 2 - 8
Round 3 - 12
Round 4 - 12

The first pick by the 8th best team in the league is the 41st overall pick.

At that point likely a 5th starter or lower end position player will be available. Or a reliever.
