My concern is that the lowest teams could get tremendous help in the contraction draft under your plan. Some of the teams that are unowned have superstar players - if two of the teams being contracted are playoff caliber teams, you could see some teams get two all-star players if they were in your 8 that pick twice early. I don't think that is fair to the mid-level or even the top teams for 8 teams to add maybe 10 PB value points before others even get to pick.
