I guess some details need to be made clear, what leagueS are we taking about and what kind of draft? Clearly to do a rookie draft(style) along with only having 10 hold players would give a big advantage to those at top of order I.E. 25 better players. I would suggest doing a FA draft style instead if there is only going to be 10 hold players. FA style draft would be a more balanced approach but if you do the RK draft style that would really give unmanaged teams(assuming they get top draft picks) a very appealing team to take over but on the other hand I am sure alot of guys who have put years in to a team would quit(that league) or pick up the team that was unmanaged as it would have a much deeper roster.
REBUILDING THEORY
Fact is unmanaged teams have been getting top rookie picks for years yet NOT very competitive so how is this any different long term? Between teams that have a owner some of them give up younger talents or up n coming for help to win that year(Large Scale)...then next year switch roles thus the cycle continues. That is why certain teams over the years in your league have won alot of championships...they do things large scale and to do that one has to trade large scale.
LARGE SCALE
Anyway you cut it there is only so much talent and that talent will find its way to teams that have owners thus someone is going to have to be able to make trades with ownerless teams so they can do a "Large Scale" rebuilding. Until then ownerless teams will have some young up N coming talent and some older talent that is on its way out which will not compete each year with teams that have alot of older stars that want to win now along with other teams that trade all their older talent to get up N coming players for the following season or seasonS.
Things might stay the same...just playing musical chairs, ownerless teams will get owners(improved team) while owners will quit(due to loss of talent) thus that team will now be ownerless OR the league will be more balanced out thus other owners will jump in realizing they have just as good of a shot to win as the next guy in the league ever more cause all owners think they are better then the other guy WINK.

My main reason for this and my last thought on the subject. I am all for doing the draft in any 24 team league say that has say around 9 unmanaged teams for this reason- when you got that many unmanged teams considering they all had managers at one point someone made some bad trades/drafs or someone made too good of a tradeS I.E. vamped less knowledgable owners or guys sold out to win then quit either way those who remain in the league where part of the problem so now its payback time!
SO I hear guys crying about given up a team that is assured of winning next year if not for many years to come but how did you get that team? and wouldnt it be more interesting to balance things out along with having more owners in your league....plus if PB continues to do this re-draft it might make some owners worry or watchfull/helpful to assure teams don't run themselvs in the ground of that give advice or protest unbalanced trades.
