I don't think there's competitive imbalance in Purebaseball. I mean, we all have an equal chance to do well. Everyone starts off with a clean slate and drafts a team, how much more fair can you get? It's not like an owner's ability to field a good team is based on a payroll or his unability to sign free agents like real baseball...it's all even here.
The reason why some owners seem so dominate year after year is because they are simply better owners! You can reshuffle the talent all you want, but the cream will still rise to the top. You can't take away their ability to hammer out good trades that help their team, you can't make them start drafting poorly, and you can't make them start forgetting how to setup a productive lineup and rotation. :-)
The ONLY reason to suggest contraction in ANY league is if you have an abundance of unmanaged teams. Rather than contract, I would suggest reallocation in those cases and keep the 24 team leagues intact.
I think we need to look at why we have unmanaged teams that are in the cellar (owners will sell the farm, not win, and then ditch).
Maybe we need to put a stop on the merry-go-round and tell owners that if you drop a team, you can't pick up another..old or new. Once you take ownership of a team, you're stuck with it. You can't just play for one year, dump the team, and move on anymore. Another idea is to stop creating new leagues with existing owners. New traditional leagues should be for fresh blood, not old timers that dump a team and take that revenue to a new drafting league. Once all of the existing leagues have filled back up (it could happen), then you open up new leagues to existing ownership.
Maybe with better volume discounts, more owners would be willing to take on unmanaged teams that aren't too attractive. As it is now, I don't think I would want to spend hundreds of dollars rebuilding a team over the course of 1-3yrs, only to have a league full of other unmanaged teams and possibly have PB fold down the road. There's too much time and money poured into rebuilding a team that it's too big of a risk. Most would rather just redraft a new team.
