The only real problem I see with competitive balance is in the leagues where too many good players are frozen on teams that are either unowned or owned by people who aren't active.
In those leagues, it is almost impossible for weak teams to get much better.
Where you have leagues with most teams owned and 1/3 to 1/2 of the teams in the hands of moderate to active traders, balance isn't a problem for long.
