This wouldn't change under this proposal, at least as I understand it. A mismanaged team that is being paid for but neglected will not be given to a "foster owner" only the unmanaged teams.
If an owner is still paying and doesn't currently have the time or inclination to update his roster, then there is nothing you can do to make them mange the way you'd like to see them manage.
