I vote to keep the free agent draft as it currently is...random. It definitely keeps it interesting for all teams. With a sound strategic plan, one can use the rookie draft to acquire prospects which allow a team to improve over 2-3 years. Not intant contention, but I've done it, and it works.
I agree that there should be a limit on top teams...but the PB limit of previous years seems to be too high, so some adjustment is in order.
I'd agree with the commish on an equitable upper limit after the rookie draft.
