Tanking--Commissioner's view

I have read the posts about tanking and have this to say:
1. There is currently no rule agaisnt trying to lose games by putting players on the farm that could help win games.
2. There are currently no specific incentives not to engage in this practice.
3. In my many years playing in SIM-game leagues the code has been (As I have always understood it)that it is okay to make dump trades to build for the future but that trying not to win with your current roster rusn counter to good sportsmanship. I believe that is how most people feel about the situation but could be wrong.
4. Membership in a league is like living in a neighborhood. I make of it what you will.
5. It is our intention to have manager rankings and arte open to other measures which would mimic the real-life costs of "tanking". We are open to suggestions, but keep in mind that changes in drafting rules etc. have tpo be planned for at lease a year ahead of time. Current rules have influenced player values in trades and drafts and can't be changed until after the next draft cycle.
