Different types of drafts are fairly easy to set up given our current rather flexible system.

The foster ownership plan is more complex.
It requires new forms, different status identification, a new ownership status and a system to award foster teams while still displaying them as "available".

If it were easy as it would have been done.

I have discussed the change with the people who could make it happen and it has not happened.
