First the FA draft. I say go the same order as the rookie draft.

PB limits. I like a limit, but would also like to see PB ratings improved. Very good part time players are short changed. See ex.

200 inn. 6 rating, 5.0 PB
100 inn. 6 rating, 1.5 PB

The 100 inn should have had a 2.5 PB.

This also happens with hitters.

If programming keeps you from making changes, I'd go with 130% of ave. Thus ave. for 27 players might be 60, then top team could have 78.
