Remember it is based on 27 players. Thus the overall numbers would be lower. Say 60 ave.

Thus we have

60 X 1.3 = 78 (4 xtra good players)
60 x 1.25 = 75 (3 xtra good players)
60 x 1.2 = 72 (2 xtra good players)
