Okay but...
I agree with most everything you've said, but I still believe that a PB cap is instrumental. It introduces real world pressures (such as salaries) that are currently not in PB. Even Roto leagues have caps.
You mention that teams can build easily through the rookie and free agent drafts - that is not so true. In three years I have only marginally been able to improve my team. I believe only 2 players are original Hurricane now, with all others having been drafted or traded for. Granted, my future looks bright with Vernon Wells, Torii Hunter, Ichiro Suzuki, Darryl Ward and Eli Marrero working the outfield, but I still only expect maybe 50 wins next year.
The problem IMHO is that the rookie draft is a lottery among 8 teams. In a 20 team league that is almost half the teams. I think the lottery should be restricted to the worst 4 teams in the league. As it stands right now, I could end up picking eighth overall BEHIND teams that have won over 60 games DESPITE the fact that my team will struggle to win even 40 games this year. I know people want to indroduce an mechanism to stop "tanking" but 8 teams is a little harsh and truly does injure teams that flat out need help. I have never thrown a game, I have always played to win, and yet despite being the worst team in the league (third year running) I have yet to draft first overall.
The free agent draft is not an easy draft to build through because it is random. Being the worst team means nothing in the draft order - so you could pick 15th overall. That being said, I am against any changes to the free agents draft. I think random is the best situation and do NOT think it should be based on standings.
