Alhtough I know many new players would prefer to start with a team they've drafted themselves - this practice will only ever result in several unmanaged teams over time.

I think the model PB should take is one of exclusivity. If you want to play, you have to take over a team. No new team in 2003 UNTIL a certain threshold in reached.

If everything look good in EXISTING leagues, THEN Mike might create a new league - offering positions in the new league FIRST to owners of EXISTING teams.

New people to PB should have to slug it out with an existing team first. To constantly keep adding new leagues will only make the "unmanaged" team syndrome tougher.
