I have no intentions of starting new leagues until we get the vacancy situation under control but a waiting list for ownership of franchises in new leagues will be started and will not be "restricted" to established managers.

We need new blood very badly and PB will do everythign it can to welcome new managers into the fold.

A certain mangeable number of vacancies is actually healthy for the system as it offers oportunities for new managers to get involved when there are no new leagues forming.
