I believe that there should be an opportunity for managers from other leagues to take over the managing of unmanaged teams for the remainder of a year at a reduced rate. If the replacement manager produces a better winning percentage than the inactive manager, then the replacement manager should have first choice in retaining the team for the next year. Perhaps this will prevent some from ignoring a team if it starts out poorly, but has some future potential.
