I strongly believe that a trade approval process is absolutely necessary. I am not at all opposed to the current system, but it puts undue pressure on Mike, who has limited time to evaluate every trade. Setting up a formula that would target potential unfair trades would be difficult, but would eliminate the need for all trades to be reviewed by a human element. Perhaps a formula could be developed that would weigh the current and future year's PB value with some maximum variances that would require human intervention when exceeded.
