RK/FA drafts and PB value and limits

As far as the RK draft goes, the present system seems fairly fair, but if any changes were to be made, maybe the bottom 6 teams in stead of the bottom 4. The FA draft should be left alone, as in real life any team could get the top FA.
Now for the main part of this discussion for me. I have tried and tried to understand the PB values of both pitchers and hitters. So far I haven't a clue as to why some players would be rated higher then others with similar stats..... and the PB value isn't even close. Mike B. has told me in the past a lot has to do with where they play (i.e. a pitcher at Coors with a 4.00 ERA and 200 ip would be rated higher than a pitcher at Chevez Ravine with a 3.60 ERA and 200 ip). This makes a little sense, but I have had pitchers who pitched on the same team with similar stats and yet had greater than 2.000 difference in PB value. I would like to see some sort of value system that is comprehensible to most everyone. As far as having a PB cap at the end of the RK draft and before the beginning of the FA draft, I'm all for it. I'm also a firm believer that MLB should have a salery cap. But at what percent I have no idea what would be fair until I can have some sort of reasoning into the PB rating system or scheme (seems to me the system "favors" some players and "restricts" others).
