The main problem here is equity for the visiting team.
If we allowed moves during the series it would favor the home team, who could change his roster and confound the visiting team plans.

We have always wanted to allow roster changes upon completion of series and before Tuesday but have yet to get THAT done(it is not as easy as it appears)---so you can imagine what a headache it would be to allow for SPECIAL injury replacement roster moves.

Also---I have had teams since the beginning of CSN (1989) and have never been without an injury replacement at any position.
