Cap does not apply to RT Leagues

For all the reasons that Erle has mentioned the PB Value Cap does not and should not apply to Real Time Leagues.

This is stated in the Manual and unless Mike says something contrary I assume that a cap for Real Time Leagues is not even a point open for discussion.
