But the major league model is broken
I think all MLB fans will tell you the major league cap is a joke. It does little. The players union killed it and took all the sting out.
A 130% limit of PB values taken before the rookie draft and the cut to 27 will do NOTHING in W9. Not one team will be over the cap. (see my post below with numbers). 120% works in this case.
If you determine the cap BEFORE the rookie draft and cut to 27, then 120% works.
If you determine the cap AFTER the rookie draft and AFTER the cut to 27, then 130% works.
I think the cap should be determined BEFORE the rookie draft and cut. Determining it after the cut to 27 will really squeeze some of the better teams during the free agent draft. I think it is better to determine the cap BEFORE the rookie draft at 120% of average, because that will give good teams the ability to drop certain players to make room for Free Agents and Rookies in their lineups.
Doing it after the rookie draft and cut leaves several the better teams exposed in the FA draft.
