for Trad leagues the question is trying to implement a feature that gives some people some hope at a future playoff berth. As it is, rebuilding some teams is a 5-6 year tasks... few people are willing to take over a loser and then invest $10 a month for 5 years losing 100 games a year. This could be a good reason why there are so many vacancies. The cap is not there to cripple powerhouses, but rather to help player movement. I think if it is done right, a good team might loose one or two average to good (not great) players. That is it. I don't think anyone wants to see teams forced to surrender all-stars.
