I basically agree with you but...
I don't know about your logic. If I'm challenging for the world series and I think I have a legitate shot at it, I will give up draft picks or whatever for Robbie Alomar even IF I can't keep him next year. When going for a championship I will try all out and focus on that - I don't care about next year.
And in the real majors there are such limitations - some teams won't pick up Delgado because they know they can't afford him.
20% of the league is 4 teams of 20. I don't see that as a major impact. 5% would be 1 team affected - that is meaningless. I think if 4 teams run into the CAP, it is not a bad thing.
And yes, the whole purpose is to stop teams becoming the Yankees.
