I typically have teams that do much better than their PB values would predict, because I fill out my rosters based on what I need (e.g., a RH OF who can give me 150 ABs against LH pitching). Your suggestion would benefit me, but unintentionally. Maybe the idea is to identify a certain number of teams per league who dramatically underperform, set them in random order at the back of the draft, and then have the draft order for the remainder set at random as well. For example, 4 teams with avg. PB of 75 win 40-50 games. The other 16 teams teams draw random numbers to determine the first 16 FA picks, and the last 4 draw random numbers to pick in the last 4 slots.
