I don't think you want the top teams getting the top FAs every year. In the 24 team leagues there are often only 5 or so players that actually are FAs and can have a big impact. I think the best teams picking first would unbalance things more.

Besides, in real life teams that won the year before often can't sign big FAs, as they have maxed out salary and have starters everywhere, while good teams that won with less talent are often the ones who can add a player.
