The rookie draft is what managers tank for and it should probably be addressed but I like the combination of ideas put forth---reward winning per PB but keep the randomness by creating classes of teams like we do in the RT monthly draft.
In other words rank all 20-24 teams by wins per PB and then divide them into 4 groups (just an example-perhaps 2 or 3 groups would be better). Rank the teams within the groups randomly after the rookie draft.
