I like tieing PB to wins for FA picks. But I would break it down to 4 groups, then randomize those 4 groups. For 20 team leagues, this would be groups of 5, for 24, groups of 6. So you rank the ratio from 1 to 20(or 24), group the teams, then randomize them.
