Okay... so this is essentially what you are saying:
Managers of teams with low PB values should not have any star players. Instead, these low PB value teams should trade away their Ichiro Suzukis, their Barry Bonds, their Torii Hunters in order to secure 2-3 mediocre players so that they can field a better mediocre team instead of a bad team with a couple stars. Otherwise, you'll be penalized.
You're also making it so that having a great pitcher (who only contributes in 20% of the games) will penalize you.
