Yes, PB value NEEDs to be repaired first. Look below and you'll see quite a few threads where people compare players who in the majors are NOT similar in stats, and yet have the same PB value. PB value for pitchers will also have to be changed in order to fit nicely into Fred's plan. I agree on that point as well.

I agree in principle with what Fred is trying to do - I just don't think the method he is proposing works 100%, especially for the little guy.

I feel like a small market owner going up against a bunch of Steinbreners.
