Take the following TRAD leagues to contract from 24 to 20:

98 T2
99 T1
99 T2
99 T3
2000 T1
2000 T2

Take worst 2 (PB) unmanaged team from each league (2 each from DH and non-DH league) and form player pool.

Move teams from middle division to divisions 1,3 in the following manner: Find average PB of teams in division 1,3 and move teams to by PB from middle division to 1,3.
Fill holes in 1,3 bys fist moving lowest PB middle division team to highest average PB division 1,3. Next highest PB valued middle division team goes to other division 1 or 3 and so forth until all middle division teams are moved to 1,3.

Pool of players from 4 teams will be drafted the same way we run monthly drafts:

4 groups of 5 teams will be formed according to 2002 standings (5 worst win totals
in bottom group and so on. Tiebreakers will be: 1. Top team in division had more wins goes to lower group, 2. Team with fewer road wins goes to lower group, 3. Second best team in division had more wins goes to lower group.).

Within the 4 groups the teams will be ordered according to lower PB value (new
calculation). The lowest PB value within the group will pick first etc.
Draft picks will be serpentine.
