Let me start by saying I support a need to contract in this league (6 0f 24 teams unmanaged) although I generally prefer the 24-team format.

A few questions that may immediately pop-up in my mind are: (1) Are PB values going to be re-calculated prior to any further action (contraction, reorganization, player draft) and the same values used throughout the process? (2) What is the timeline for this process (i.e. before or after regular drafts)? (3) What about keeping the player pool draft order the same for all rounds (seems that would help balance the PB values more) as opposed to serpentine rounds?
