(1) Keep Wins in Algorithm
I feel strongly that 2002 wins should be used in the algorithm for determining order. In many cases this will help teams that have been down for a long time. In a few cases this will hurt teams that went all out for last year and have nothing left for this year. However, this is one of the normal risks associated with going for it. [And I also do not believe the point of contraction is to make every team EQUAL. I think the point is to make some of the teams that have had real trouble more interesting. Hence the teams that have historically been poor need more of a boost].
(2) Draft should not be serpantine
For many of the same reasons I feel strongly that the draft should not be serpantine. The teams with a lot of wins in 2002 will still get a couple good players in a non-serpantine draft. Let the bottom feeders help themselves a little more by getting the better picks in every round.
[Note: These opinions are based on my ideologic thinking of what is the best way to make more teams more interesting. It so happens that if I were out to help my own teams I would give the opposite answers to both of the above questions].
