Prior to several days ago, I didn't know and other managers didn't know, that contraction would occur. There are many managers in the past seasons who, having been eliminated from possible post-season play, have focused their attention elesewhere and not pursued PB as vigorously...happens every year (even top teams who go into rebuilding mode). This is outside of blatant tanking. Seems like that is why PB value in conjunction with wins-losses might be the most fair way to all involved in establishing draft order.
