However, I think that restocking the league each year with new ownership would not make for a fun league. Why? Who would invest time with a team that had no chance to win that year and there was a good chance that they wouldn't own the team the following year to reap the rewards of rebuilding and putting some TLC into that weaker team?

Rather than make it a perpetual league, why not create a new league, based on your idea, for all of the league champions each year. Make it a full season launch league, for free. Just like a LL with a redraft of teams every year, all of the players and rookies thrown into one big formation draft, and you play a 160 game season against the best of the best.
