Not necessarily
Most posts on this board come from active, long-time owners. But as a first year player in perpetual leagues, I fear getting hammered in any contraction draft if draft order is record-based without serpintine. I took orphaned teams that have big holes, compared to the long-time managed teams. But my teams have done well. Using records as the draft order, and the same order, may crush my attempts to build a contender. I'll draft near the bottom of each round -- after several stronger teams. The bad teams get new studs, the underperforming good teams get stronger, the strongest teams are still strong, and new active managers who took over weak teams get weaker relative to the league.
Drafting in the same order every round is just too drastic for a list as short the a Contraction Draft.
Perhaps another solution is to draft even rounds based on record and odd rounds based on PV Value. (Probably an idea that makes programmers groan and laugh.) I still think it hammers the top teams too much.
