It's not cheating
You seem to feel there is a lot of cheating going on. You mention lopsided trades and vague references to other situations. The Arizona example from one league last year where new owners would come into the league that no one had ever heard of, trade good guys to one team and then drop the club was the only situation I've heard of where cheating seemed a ral possibility. If you know of others plainly and clearly state the facts, vague innuendo doesn't do anyone any good.
Lopsided trades aren't cheating. Two willing managers enter into a trade and you can look back later and claim that it was lopsided through the rear view mirrors 20-20 vision. We all get lopsided trade proposals, I got one today, but if you don't like it reject it and move on, or better yet, counter . Don't look at trades 1-3 years old and say they were unfair.
