Dilemma?

Looks like you have two catchers already on your active roster. I believe the proper course is to have a new INN catcher assigned to your team if they don't have enough PAs to get through the playoffs.

Although the manual states "Defensive Position Limitations: Players can appear at any position the manager desires." there have been a lot of complaints over the years about non-catchers playing catcher. Usually because they can not only artificially bulk up the offense but they tended to throw out an inordinately high number of basestealers; not allow more SBs as you suggest. In 1999, Bravard stated in the forum that he wanted to be notified if non catchers were used at catcher so he could provide that team with an INN catcher. He also stated the non-catchers high CS rate would be corrected in a future game release. Don't know if that ever happened. I don't think the decision should be made based on which of the options you listed gives you the best chance to win but on what I believe is accepted practice in PB; non-catchers should not be used at catcher.

I'm sure you'd rather use Garcia as your catcher since he has an OPS of nearly .900 and an AB/HR ratio of about 12 from both sides of the plate. I see you already used him at catcher in your first series after your illegal catcher was sent to the farm (even though you still have two actual catchers) and he had 5 RBIs and a HR in two games. By the way, I also think there should be severe penalties in the game when a catcher is used in the outfield.
