The first few years there were a few teams in most leagues that had to drop talent or trade down to get under the cap. The offensive explosions of the last few years have caused Mike to have to change the scale for PB value (I seem to recall Mike blaming Barry for it) and no one has been close since.
Just recalibrate it to account for the new scale of individual values and whatever the retained roster number is and it'll work again.
