1) FA draft record based.

1 - No. IMO, the FA draft should be left random and only the rookie draft should be based on the previous season's record.

2 - Yes. This would help keep "dream teams" and dynasty teams under control more than anything else. It won't penalize a manager for drafting well and making good trades, but it will force them to redistribute his talent more evenly which will mean less superstars on dominate teams. The PB cap has already been in place, but it has rarely come in to play in the last 4+ years. The value either needs to be lowered, or it should be on a league by league basis as you've suggested (120% of league average).

3 - No. Unlike a more realistic PB value "salary" cap (#2), this would unfairly penalize good ownership and force them to cut too many good players or talented prospects. Forcing parity through a PB cap is fair because the team would be able to trade a high PB value player for a lower PB value player with more long term potential and not feel cheated. Lowering the amount of keepers will diminish the art/skill of scouting rookies and young talent and turn Purebaseball into more of a "win now" type of a simulation.
