I am unsure ofthe ruling of non-rated relievers starting, but if what you're saying is true, I agree they shouldn't be given an automatic 30. I also believe that their return to 'Ready' status shouldn't be accelerated ( I believe, by 75%). A manager trying to win by being 'clever' rather than good, shouldn't be rewarded, let alone rewarded twice.
