I vote Yes

(2) PB Cap at 120% of league average.

I vote Yes, but I would change the percentage to 130%

(3) Reduce Roster Size

I vote no. It reduces the value of propsects that are 2+ years away from producing. This hurts both rebuilding teams (They gotta cut some prospects that they would like to give another year to) and contenders (they end up either cutting their prospects or their bench / relievers).

In all of my experience, both with rebuilding teams and with contenders , I have almost always found that those last few cuts were hard. Because there was some prospect I liked and wanted to keep but I had to cut to get to 27.
