1. No -- I think the rookie draft is reward enough for a bad season. Besides I like the random nature of the FA draft. Because this is not a real time league you can predict pretty well how well your team will do before the season starts. Not knowing when you will pick or who will be available until right before the free agent draft starts adds an element of unpredictability to the season that I enjoy.

2. Yes -- I think a floating cap of 120% above average will prevent managers from stockpiling an all star team.

3. No -- I think the 27 man limit already forces managers to make tough decisions between prospects, injured players, and one year wonders. Lower limits would make perpetual leagues look more like launch leagues.
