I'd vote as follows:

Issue 1: NO...don't reward teams for tanking (which is as serious a problem as any in PB...it really is outrageous that it is allowed to occur.) Keep the Free agent draft random, with reverse order each round as current.

Issue 2: PB cap...yes. Whatever number is chosen, I'd go along with.

Issue 3: NO...keep the post rookie draft at 27 man roster limit.
