The champions league was set up to do this. Top winners from other leagues were added to this league, while the worst teams were sent down to the Challenger league. In the Challanger league, the division winners would take over for the empty champions teams.

This is why I'd like to see World Series winners get a free team in Champions, and keeping it at 24 teams.
