1) FA draft record based. -- I'd have to vote no, but I'd vote for this before #2 or #3. Lottery Idea is interesting.

2) PB cap 120% of average for the league. -- NO. I only have one team now(I did have more but had to cut down), and I have spent COUNTLESS time and money rebuilding this team so I can finally compete(This is my first year where I have a real good shot.) With that being said, I think if someone is good enough and makes smart enough decisions to build up this all-star team, he shouldn't be punished for it. It probably took ALOT of time and effort to put that team together. Maybe a cap is a good idea, but I think 120% is too harsh.

3) I'd also consider dropping from 27 to 25 for roster drops. -- NO. This is simple. It hurts the rebuilding teams more than the great teams. I have been rebuilding my for 3 or 4 years, and I had to make some tough choices on which prospects to keep and which to cut. IMO dropping to 25 would hurt the rebuilding teams more.
