Yes it will stop the teams that are out of the running from all out dumping players onto the market for draft picks and rookies. But I don't see this as a bad thing. To a large extent this is what creates the imbalances in the game. There would be rational player movement not all out fire sales. Managers who are out of the running and want to move veterans will have to be smarter when making deals at the deadline.
